The forces of the United Space Operation Command (USOC) and the Intergalactic Marines Corps (IMC), which are subordinate to the federal government, are not in a position to protect the IUSP and its member worlds and control space entirely on their own due to the size of the space volume and the large number of member worlds. Therefore, a category system was introduced, the Administrative Category Number (official abbreviation: AC number, usually simplified to C-Number)
This system is used by the government of the IUSP to classify member worlds, but also space habitats/space stations etc..
The respective classification defines the rights and obligations of a member world towards other member worlds of the Union as well as towards the federal government.
The classification into one of the six categories (C0 to CV) is based on the size of the total planetary population and the development of the infrastructure on the respective world. This means that the classification is based on population figures, population density and existing infrastructure. (Earth, for example, has the highest classification: CV)
From the classification CIII world (CIII = population between 1 million and 10 million individuals; infrastructure: usually one or more cities or villages, usually close to each other), worlds are obliged to take over part of the defense of their world and the respective solar system themselves. They must therefore establish an SDF. Any existing police units may not be used directly for this task, as the jurisdiction of the planetary police authorities end at the limit of the atmosphere of the respective planet (due to the different size of atmospheres in nature, however, this is set by law, regardless of the natural conditions, at 1200 km above the sea level of the respective world, the so-called "standard orbit").
The size of the respective SDF is decided by the planetary governments to which the SDF is subject in peacetime. There is only a minimum requirement, which depends on the category classification of the respective planet
CIII worlds: at least one flight = 5 spaceships
CIV worlds: at least one squadron = 15 spaceships
CV worlds: at least one wing = 45 spaceships
I should point out that this only refers to the capital ships. In addition, depending on the category, there are at least 2-10 squadrons of fighter aircraft, escort ships and reconnaissance ships (32-320 vehicles). SDFs may only use destroyers as their largest ship units. However, most consist mainly of corvettes and space fighters of various types.
On the other hand, a maximum size is not prescribed for SDFs. Here the worlds decide entirely according to their respective needs and economic capabilities. The planet Hebridan has the largest SDF with around 1000 capital ships. The general average is 120 capital ships, which is slightly less than 50% of a USOC fleet. The only exceptions to these rules are for the worlds of Chu'lak and Tau'ri.
Chu'lak, as the seat of government and home to almost all of the highest authorities, is directly protected exclusively by federal forces. Direct military protection is provided by the 1st SOC, 53rd HSOC, and 934th HSOC, the largest peacetime concentration of IUSP space fleets in any solar system. At the same time, Chu'lak is home to the Intergalactic Security Agency (ISA), the federal police force. The ISA has its own ships and its jurisdiction does not end at the borders of a single planet.
The Atonnefer system, or Sol system, on the other hand, is the most heavily colonized solar system in the Union, if not the Milky Way. From the moons of Saturn to terraformed Venus, now known again by its Goa'uld name Neterdewaj, the Earthlings have colonized everything that could be colonized (technical). In addition, there are countless space stations and space habitats. The question of responsibility, who sets up which SDF and how, and who protects what and where, is so complex that it was decided to station a USOC fleet, the 19th HSOC, in the system and take over the tasks of an SDF.
Due to the great importance of the system for trade, large contingents of the ISA are also based here. Last but not least, the Atonnefer system is home to the Space Explorer Corps (SEC), the scientific space fleet of the IUSP. The SEC ships are usually only lightly armed, if at all. Nevertheless, the up to 2000 ships of the SEC, which are sometimes present in the Atonnefer system at the same time, are obliged to contribute to the protection of the system in the event of a crisis. This should not be underestimated, as most of these ships are demilitarized Daedalus-class cruisers and the crews, apart from the scientific personnel, are mostly battle-hardened USOC and IMC veterans.
Thenyke-SDF
The Tasak-Teltame was developed by the company Bal'athi Shipyards, which has its headquarters on the planet Thenyke. This was originally commissioned by the planetary government of Thenyke. The Thenyke solar system is characterized by extensive asteroid fields and two planetary cores, remnants of two planets about the size of Tau'ris that were destroyed in the early phase of the solar system. In the course in the 23rd century, the population of Thenyke rose to the level of a Category III world, a settlement world. This development led to Thenyke being given the authority to establish its own SDF. As a result, the planetary government turned to the local starship manufacturers, and Bal'athi Shipyards, as the largest manufacturer with the most extensive shipyards in the system, took on the challenge of developing military units. The economy of Thenyke is strongly characterized by mining in the asteroid fields and the further processing of the extracted resources. In addition to the mining and metal processing industries, spaceship production by various small civilian spaceship manufacturers also plays an important role in Thenyke's economy. Therefore, pirates who take advantage of the fact that larger ships such as ore freighters can only cross the solar system and especially the asteroid fields on specific and secured flight routes pose a great threat to the planet's economy. These local pirate gangs have adapted to Thenyke's conditions and mainly use space fighters for raids instead of the converted freighters otherwise popular with these criminals. After their attacks, the pirates disappear back into the asteroid fields, where they cannot be tracked by most escort ships. The Thenyke SDF therefore needed suitable vehicles, especially for use in the asteroid fields. In addition to the Me'fa-Class corvette, Bal'athi Shipyards therefore developed the Tasak-Teltame as the first starship to be used as an interceptor and reconnaissance vessel. These spaceships were specially designed with the operating conditions in the Thenyke system in mind, particularly for use in the dynamic environments of asteroid fields.
